for what value of a will the pair of linear equation 3x + 2y - 4 =0 , ax - y - 3 =0 have a unique solution ?

unique solution stands when
A1/A2 is not equal to B1/B2
so
3/a is not equal to 2/-1
So
a is not equal to -3/2

For any value of a expect -3/2 the following equation has a unique solution
