For unique solution,

 \frac{a1}{a2} \:  is \: not \: equal \: to \: \frac{b1}{b2}.

Now, it becomes

 \frac{ - 2}{k}  =  \frac{ - 3}{ - 1}  \\  \frac{ - 2}{k}  = 3 \\ k =  \frac{ - 2}{3}

The value of k must be -2/3 to become a pair of unique solution.
