For equal roots, we must have D=0
or,     b^2 - 4ac = 0             (b square minus 4ac okk)
or,     {2(m+3)}^2-4(m+1)(m+8)=0
or,     (2m+6)^2-4(m^2+9m+8)=0
or,     (4m^2+24m+36)-4m^2-36m-32=0
or,     -12m+4   =0
or,       12m      = 4
or,          m        = 4/12
Hence, the answer is m=1/3. Hope it helped and plss mark brainliest.
