The correct answer is Haj Pilgrims.   The government of India issued currency notes with the prefix 'ha' for Haj pilgrims of India who were going to Saudi Arabia.   Notes of denomination Rs. 10 and Rs. 100 were issued and the obverse side of the note had ' HAJ ' inscribed on it.   These notes were later discontinued by the Indian government.
