During the Colonial rule in India certain wasteland acts and forest acts passed by the under English British rulers according to the wasteland apps all the pastoral land was to be transformed into cultivable land to gain some more land revenue. it led to the shrinkage of pastoral land in India
Certain forest acts will also passed by the Britishers which divided forests into different types and it regulated the movement of the pastoralists in India
The forest where trees like Deodhar and sal were found were declared as reserved no pastoralist was allowed to enter these forests as the colonial rulers thought that grazing destroyed the natural vegetation and wildlife of an area.
Other were declared as protected forests two lists were allowed to enter is Forest if they had a special permit to do so to get the permit they have to pay extra money to the colonial rulers which was not good for them. they can only enter these forests for a specific period of time and if they exceeded the time limit they were fined by colonial rulers.
It was easy for the Britishers to rule over a settled population so they wanted the pastoralists to settle at a place and do not migrate from a region.
For this certain identity cards were provided to the pastoralists to identify them in different regions.
