Step-by-step explanation:

For any quadratic equation

a {x}^{2} +  bx + c = 0

We know that

sum  \: of \:  roots \:  is \:  \:   \frac{ - b}{a}

  \frac{ - b}{a}  =  - 3

Product \:  of  \: roots \:  is   \: \frac{c}{a}  = 2

Hence

a = 1 \:  \: b = 3 \:  \:  \: c = 2

And the equation is

 {x}^{2}  + 3x + 2 = 0
