Mg has two electrons in its outermost orbit
and 1 chlorine atom has 1 extra electron in its outermost orbit
Therefore, two atoms of chlorine are required to combine with one atom of Magnesium thereby forming a stable compound, Magnesium Chloride(i.e.both of their valence shells are filled)
