Because formic acid has replaceable Hydrogen ions and can easily dissosciate.
In acetic acid hydrogen ions are not repaceable.

Formic acid is the common name for methanoic acid....
Methanoic acid is HCOOH and can dissolve completely in water to dissociate maximum hydrogen ions....
Therefore making it a strong acid..
