The second block will apply more pressure because due to having less area of contact the total force of the block will act on a very small area and due to this the pressure increases.

We can conclude this from the equation

Pressure = force / area

P = F/ A

here we can see the pressure is inversly proportional to the area of contact .So if area increases the pressure decreases and also if area decreases the pressure increases.
