 R = \frac{u^{2}sin2\theta}{g}

where g (acceleration due to gravity), and u (initial velocity) is constant.

So,

When you put θ = 45, the Range that comes is maximum.

When you put θ = 30 or 60, the value of Range comes same (as Range is equal for complementary angles).

So, minimum is the angle (if it is less than 45°), minimum is the range.

Hence, range is minimum when θ = 15°.

So, ball p will have the minimum Range.
