So no matter what charge you place at centre it experiences no force.

This is because, think of a ball tied to four ropes, such that each rope is perpendicular to its adjacent ropes. Let this ropes are being pulled by four persons who are applying equal strengths. Will the ball move? Obviously not!

Similarly in this case the 3μC charge will not be facing any net force.
