It is true that one-party dominance is formed in case there is no other party dominant political party to stand against it. Just like Congress got its advantage in the beginning and could dominate over all other parties. But it cannot occur without strong public opinion. People choose their own representatives.  

Colonial past is important to remind one-party dominance as the same party had played an important role in getting nation’/s independence  and took part in revolts. But, one-party dominance doesn’t means that there are no democratic ideals as elections are contested and people choose their party.
