Zones of a flame:

1. Outer zone:  This zone is the hottest in temperature when compared to the other zones.  

2. Middle zone: It is moderately hot and partial combustion of fuel takes place.

3. Inner zone: The least hot region among the others of the flame is the inner zone. This inner zone is black due to the presence of unburnt wax vapors.

Hence, the student who places the test tube in the outermost zone will observe the boiling of the water first.
