For representing parallel lines the condition is

 \frac{a1}{a2}  =  \frac{b1}{b2}  not \: equal =  \frac{c1}{c2}

Here

a1 = 2 b1 = - k c1 = 3
a2 = 4 b2 = 6 c2 = - 5


a1/a2 = b1/b2

2/4 = -k /6

12/4 = -k

- 3 = k


b1/b2 ≠ c1/c2

-k/6 ≠ 3/-5

-k ≠ - 18/5

k ≠ 18/5


Value of k is - 3
