multiply by 10 on both sides,

10*x = 10*0.254 (bar on 54)

10x = 2.54 bar

Now,

As there are only two digits under bar, multiply by 100

then,

100*10x =100*2.54 bar


1000x =254.54 bar
- 10 x =   2.54 bar   (subtracting 10 x from both sides)

990x =252 [bar will cancel]

x= 252/990

x= 126/495


Now,

0.254 (bar on 54)  in simplest form is 126/495 = 42/165
