free electrons are present in the conductor all the time but an iron rod will give an elecric shock only when its ends are connected to a cell . why

because when Iron Rod is connected to the battery it creates the potential difference between the two ends and the free electrons in it began to move from one end to other . due to this current is produced in the iron rod and it gives electric shock .

Because the electron present inside the iron rod required a force to map be forward. That force is produced by the battery.
