It is the condition of seed of plant in which it is unable to grow even when the favourable conditions are present for it.

QUIESCENCE

It is the condition of seed of plant in which it is unable to grow due to unfavourable conditions like different weather, different photoperiod,etc.

Dormancy is promoted by ABA while Quiescence depends on weather/climate.
