Because these are forms of water and in this no new substance is formed

they both are physical changes because there takes a change in the physical state of water. There is no chemical change in water. From liquid state to solid state but the substance is still water. It doesn't change to something else. Simlarly, from liquid state to gaseous state but the substance is still water
