bcoz according to one story lord ganesha got a "vardaan" that no matter what occasion is he will be worshipped first that's why
and goddess laxmi I think u know she is goddess of money and money is very crucial to keep our lives going that's why we worship her too on diwali

On the day of Diwali, it is a custom to worship Goddess Lakshmi and Lord Ganesha together.
