The state of Qatar and the kingdom of Saudi Arabia is following monarchial form of government.The people in there should follow the king or leader's rule.They don't have the Power of people's rule.If they don't obey the king's rule they will be pushed to death sentence or severe punishment.

India,USA,England,etc follow democratic form of government.The people have the Power to select and remove the representative.They elect their representative through elections.
