every country has its own time zones according to 24 time zones India has its own time zone that is IST India lies in the latitude 82 1/2"30"east at Uttar Pradesh. so we need to move towards India's latitude from the GMT. if a person move from one latitude to other latitude the time at the next latitude will be greater by 4 minutes so if you calculate from the GMT to India's latitude it would be fine half hours so we had 5 and half hours to GMT to get the actual time in Indian Standard Time that is ist =GMT+5 1/2 hrs

1.)
Because time varies place to place.
For Example :-
Kisi passenger ko Delhi se Jaipur jana hai, vah train pe 6 : 00 baje baita aur use 8 : 00 baje Delhi pahuchna tha, par jab vah Delhi pahucha toh usne dekha ki 9 : 00 baje the kyuki jab Jaipur mein 8 : 00 time hota hai toh Delhi mein 9:00 bajte hai.
Isliye local time ka use impossible hai.
2.)
Distance between India and GMT in degrees is 82.5
And we know that,
1° = 4 minutes
=> 82.5° = 4 × 82.5 minutes
= 330 minutes
= 6 hours 30 minutes
