Frogs lay their eggs in water or wet places. A floating clump of eggs is called frog spawn. The large ... she has laid them. The egg slowly develops. But, only a few develop into adults. Ducks, fish ... the water. This quickly becomes a tadpole, a baby frog. The tadpoles grow until they are big enough to break free into the water.

the eggs of the frog needs iodine in the water to develop well......if the iodine will be deficient in the water then all the eggs of the frog will not develop into tadpoles...... another reason for which the tadpoles are not developed is that the aquatic animals like fishes and other creature eat the eggs so they are destroyed before getting hatched
may this help you....
