Here is your answer

Circular card sheet Radius = 28 cm

Area of Circular card sheet= πr^2
 =  \frac{22}{7}  \times (28) {}^{2}  \\  = 22 \times 28 \times 4 \\  = 2464 \: cm {}^{2}

Now
Two Circle of Radius 7 cm is removed

Area of Two Circle =2( πr^2)
 = 2 \times  \frac{22}{7}  \times 7 {}^{2}  \\  = 2 \times 22 \times 7 \\  = 308 \: cm {}^{2}
Now
Rectangle is removed from sheet

Length of rectangle = 3 cm

Breadth of rectangle = 2cm

Area of Rectangle = Length × Breadth
 = 3 \times 2 \\  = 6 \: cm {}^{2}
Hence
Area of the remaining Circular sheet is = Area of Circular sheet - Area of two Circle - Area of Rectangle
 = 2464 - 308 - 6 \\  = 2464 - 314 \\  = 2150 \: cm {}^{2}
Therefore Area of the remaining Circular sheet is 2150 sq.cm
