Let's say,

"v" → represents the per kg cost of vegetables

"f" → represents the per kg cost of fruits

If we buy 2 kg vegetables and 3 kg fruits, the total cost is 46, so the equation will be,

$2v + 3f = 46$ . . . (1)

If we buy 3 kg vegetables and 5 kg fruits, the total cost is 74, so the equation will be,

$3v + 5f = 74$ . . . (2)

On multiplying equation (1) by 3 and equation (2) by 2, we get

$6v + 9f = 138 \:.\: .\: .\: (3)$

$6v + 10f = 148\:.\:.\:.\:(4)$

On subtracting equations (3) and (4), we get

6v + 10f = 148

6v + 9f = 138
