In triangle ADC

tan 30° = OC / AD

1/√3 = 7 / AD

AD = 7 √3

tan 60° = ED / AD

1/√3  = ED /  7 √3

ED = 21

EC = ED + DC

EC = 21 + 7 = 28 m

Thus the height of the tower is 28 m.
