Square metal of Side 28 cm.
Largest circular sheet can be cut is diameter is equal to the side of the square.

so Diameter = 28 cm
Radius = D/2 = 28/2
= 14 cm

Area of sheet=
 = (side) {}^{2} \\ = (28) {}^{2} \\ = 784 \: cm {}^{2}
Area of circle=
 = \pi \times r {}^{2} \\ = \frac{22}{7} \times (14) {}^{2} \\ = 22 \times 2 \times 14 \\ = 616cm {}^{2}
Area of remaining sheet is
= 784 - 616
= 168 sq. cm
