In deck of card there r four cards of each number

7,6,5,4,3,2,1 are less than 8

-no of 7 number cards =4
-no of 6 number cards = 4
-no of 5 number cards =4
- no of 4 number cards =4
- no of 3 number cards =4
-no of 2 number cards =4
- no of 1 number cards =4

Total no of cards less than 8 = 7*4 = 28

Probability of getting cards less than 8 = 28/52
= 7/13
