Arragon chooses the silver casket because he deems himself deserving of Portia. He says that many people have a stamp of undeserved merit due to their fortune. He also says that many people get undeserved dignity and derive estates, degree and offices corruptly. He wants honour to be prchased by the clear merit of the wearer. He says that many men who cover their heads now would stand bare if true deservance was used, those who now command would be the commanded.
