as drag force  depends on shape and size of materials not mass. but gravitational force is depends on mass. so higher the mass , greater the gravitational force .

In case of terminal velocity, both gravitational and air drag force is completely balanced. so if gravitational force is great(for greater mass), air drag force must be greater(in case of greater mass here water). But air drag doesn’t depend on mass but it increases with increasing velocity ( which means increasing time ). so heavier mass required higher force of air drag to balance gravitational force. which takes more time as compared to lighter mass. So air filled (less massive object) reach terminal velocity first.
