Water is made up of two atoms of hydrogen and one atom of. oxygen which is connected through the two single covalent bonds between them.
The electrons use in the formation of these bonds is closer to oxygen than the hydrogen because oxygen is more electronegative than hydrogen that's why water show bipolar nature
