fundamental rights are universal as they are bestowed on every citizen of India irrespective of caste creed etc
*not absolute*
fundamental rights can be enjoyed as long as it is not going on into the rights of others.so for the sake of the security of citizens of India , government had imposed certain restrictions over these rights
