Yes this statement is right!
Fundamental rights are the basic rights which are guaranteed by our Constitution. These are enforceable by law. So if one's fundamental right is being compromised they can appeal in court.
But whereas fundamental duties are those that we need to do like respecting our national anthem but they aren't enforceable by law. They may or may not be followed.
That's why they say they are two sides of the same coin which means that though they are given by our Constitution but one is legal but another isn't by law.

A citizen has been given the right to life, it is his responsibility to see that he does not expose himself to dangers and at the same time respects others life.
A person can enjoy his rights only if he allows the others to do the same. The right of one is the duty of others.
Everyone has equal rights. So it is each one's duty to see that the other person also enjoys his right. A person's right ends when the other person's right begins.
