Indian roads are basically classified in six categories based on design speed & volume of traffic:
1. Expressways
2. National Highways
3. State Highways
4. Major district roads
5. Other district roads

National Highways come under jurisdiction of central government i.e. Ministry of Road Transport & Highways. NHAI also come under Ministry of Road Transport & Highways, it's main work is executing Major National Highway works of Ministry in field. Policy formation works mostly vested to Ministry. Expressways are constructed by state government as well as central government like Yamuna expressway by U.P. Government, Mumbai Pune expressway by Maharashtra Government, Himalayan expressway by Central Government. So there jurisdiction is decided by which government plays major role in construction and providing funds for expressway.
