Solution:

Selling price = Cost price - loss

Hence,

16000 * 9 / 100 * 16000

16000 - 1440

Selling price = 14560 Rupees

Sita buys at = 14560 * 7 / 100 * 14560

Hence,

Sita buys at = 16540.80 Rupees
