general elections were held even after mushraff's rule, pakistan can't be called democracy. In a democracy major decision making power must be in the hands of elected representatives, but in pakistan real decision making power was in the hands of military officials, how was this possible. The working of civilian cabinet was superwised by the national security council and National security council was dominated by military. this is how pakistan can't be called democracy.
