There are many reasons behind this change in water level....such as In urban area Excessive use of water water level goes deep also due to construction works level ofland rises and in urban area there is lack of open land every where land is covered with concerete so it unable to regain water from rain...
But just opposite of it in Village very concerete land present there so ground water is easily replenish from rain also in village there is lesser use of water as compare to cities.
In village there is no commercial use of water but in cities many factory exploits ground water excessively .

HIE I think that this is due to the fact that the town environment can produce an aqifier wc then make the water unconsumable so the drillers will be trying to reach the fixed water table rather than the perched wic contain dangerous chemical from industrial deposits while in the village the wells are shollow coz the environment is safe and free from industrial chemical deposits
