Thank you for asking this question let me help you in finding the answer.
That's rather a difficult question.
Miscibility is the properties of two different substance if they can be dissolved or not . for example water and ethylene alcohol are miscible .
So it's depends on about which other substance you are talking about whether it is water or alcohol . There are water soluble oil paints are available in the market.

Most of the paint that we use can be classified as Sol.
Sol is a colloid in which tiny solid particles are dispersed in a liquid medium but they are not dissolved .
Here Colloid is a heterogeneous mixture containing a Dispersed phase [ Solute] and a Dispersion medium [ Solvent]
So, In paint  solid particles are dispersed phase Liquid medium are Dispersion medium. So there is no question of Miscible or immiscible.

We also have Emulsion Paints  which are suspensions of spherical ball of one liquid[like Vinyl] with another like water where the two liquids cannot be mixed with each other.Emulsion Paints it dries quickly and easy to apply. It gives extra shine to walls.
So if we talk about Emulsions then , yes it two immiscible liquids that we use.
