let the distance between height of the tower be z
The height difference of the tower is 36-28=8(x)
the distance is 15m(y)
by pythagoras theorem
x^2+y^2=z^2
(8×8)+(15×15)=z^2
64+225=z^2
z^2=289
z=17
hence the distance is 17m
