it consists of several meanings and the most believed meaning hidden in it is ....

SWORD represents the intension of GERMINIA
that , she is ready for fighting at any time for her kingdom GERMANY.

and the OLIVE BRANCH says that the kingdom donot needs war for peace in her kingdom.

Hey there,

In 1848, an artist named Philip Veit painted a picture of GERMANIA, the woman that symbolizes Germany. It was drawn on a cotton banner as it was meant to hang from the ceiling of of the church of St Paul where the Frankfurt parliament was conducted in March 1848.

Germania is holding a flag of Germany in one hand and a sword surrounded by olive leaves o the other hand. She is also wearing a crown made from oak leaves.

SWORD means Readiness to fight.
OLIVE LEAVES means willingness to make peace.
So OLIVE LEAVES AROUND SWORD means that she prefers peace but will fight for the pride for her country.

CROWN OF OAK lEAVES means Heroism. Germania is ready to go to any extent to conserve her country's pride.

HOPE IT HELPS!!!
