Explanation:

Sometimes we use an exclamation mark. At other times, we use a question mark without asking anything. We just phrase it as a question when it is really an exclamation of surprise or awe or frustration. This is common when it relates to parents, who expect older children and teens to perform daily chores around the house.

Examples:

What will I do with you! How could these clothes be washed correctly without laundry detergent? You used the kitchen dish towel to clean up your mess on the floor! Those dirty clothes on the floor of your bedroom must be picked up and put in the hamper before I come back upstairs! What are you doing? Your shoes by the front door should be placed in the closet! No, way! I am not doing your chores for you! Those dirty dishes which you left on the kitchen counter need to be rinsed and placed in the dishwasher! Look at the starving cats! How do you think the cats will be fed without putting kibble in the cat food bowls? What were you thinking! All toys must be picked up and placed in the toy box or on the shelf if you want to play your video game at 7 PM! One day you will grow up and live on your own without your mother, picking up after you every day! If only I live long enough to see that day!
