It makes sense for India to use renewable energy – it gets plenty of sun and its wind generation is growing rapidly.
In rural India as I understand it, about 80% of rural energy consumption comes from non-commercial sources i.e. NOT coal, oil or gas. The electrical grid does not cover the whole of India.
The government offers subsidies for renewable energy deployment, but most commonly for large-scale installations e.g. industrial applications.
Suppose you live in poverty in rural India. Currently you get your fuel by trudging miles to collect firewood. It takes a long time, and a great deal of effort, but it’s free in monetary terms. Compare this with paying for a solar PV or a wind turbine for your home.
Small scale loans at low interest rates are not readily available in small villages. If you’re living in poverty, you’re probably more concerned with putting your next meal on the table, than with thinking about a loan to buy renewable energy.
So there’s lack of consumer interest, and a government trying to cope with a huge country with many problems.
My guess is that there are other priorities.
