The parliament cannot alone make any changes in this arrangement.
Any change to it has to be first passed by both the houses of the Parliament with at least two-thirds majority.
Then it has to be ratified by at least half the state legislature.
In case of any dispute about division of powers, the High Courts and Supreme Court can make a decision.
