You could either take it as- when Mr. Oliver finds out that “the watchman had no eyes, no ears, no features at all” and then the wind blows the lamp away, probably he dies because, after all, the watchman’s a ghost and that’s what ghosts do, don’t they? Or, if you twist your imaginations a little more, you could bring out your own end like for example, maybe, Mr. Oliver dies and turns into one of their kind? and then keeps haunting people like they do.
