Well, quite simply, because he changed the constitution in an entirely conservative vein. The revolutionary era had known moderates. but until Napoleon snook them in through the back door, no conservatives. The clever thing about it was, of course, that once the revolution had succeeded, there were those conservative enough to want to keep their - quite literal - gains. Napoleon finally showed his true colours when he declared himself emperor. So much for liberté, égalité, fraternité.
