The proportion of poor people is not the same in every state. Recent estimates show that in 20 states and 7 union territories the poverty ratio is less than the national average. It is still a serious problem in Orissa, Bihar, Tripura and Uttar pradesh. Orissa and Bihar are the two poorest state with poverty ratio 47 and 43%. There has been a significant decline in poverty in kerala, Jammu and Kashmir, Andra pradesh, Tamil nadu, Gujarat, West Bengal and states like punjab and haryana.

The problem of inter-state disparities has been in India before the Partition. Geographical location, resources and opportunities etc created inter--state disparities.

Some states like Maharashtra, Tamil Nadu and Gujarat has high GDP rate while as other states like Bihar, Orissa and J&K has low GDP. Similarly in Health sector of states like Kerala and Punjab are on top list and U.P as worst as per NITI Ayog Report.

The literacy rate in states like Tripura and Kerala has 94% and 93% respectively while as states like Bihar and A.P, it is below 65%.

The people who live below poverty line in states like Goa and Kerala constitute 5% to 7% while in States like Chittisgarh and Jharkhand, 35%-40% people live below the line of poverty.
