When non metallic oxide for example SO2 dissolved in water it produces sulphurous acid.
SO2 + H2O → H2SO3
When metallic oxide reacts with water it produces  Metal hydroxides.
Na2O + H2O → 2NaOH

When non metallic oxide for example SO2 (non metal) is dissolved in water it produces sulphorous acid which is acidic in nature

SO2+H2O ---------------> H2SO3

When metallic oxide (metal) reacts with H2O it produces metal hydroxides that are basic in nature

NA2O+H2O ---------> 2NAOH

you can check the nature by using a litmus paper.On the case of sulphurous acid the blue litmus turns it to acidic
