This chapter proposes a methodology for constructing a rural transformation index (RTI) based on three assessing indicator systems: the rural development level, the rural transformation level, and the urban–rural coordination level. The proposed methodology is based on the premise that how RTI demonstrates and corresponds to a certain rural development level can assist the policymakers and development planners to design and develop policies and strategies leading to the effective development of rural areas and an improved urban–rural relationship. The chapter suggests that more attention needs to be accorded to the collection of disaggregated data by rural–urban breakdown parameters that determine and fuel rural transformation.
