Find it's maximum and minimum dimensions :

2 (L + B) = 28

L + B = 14

So, As, 7 + 7 = 14

maximum area = L X B = 7 X 7 = 49 cm^2

Also,

1 + 13 = 14

Minimum area = L X B = 1 X 13 = 13 cm^2
