1. In case halogen there are 7 electons present in there outermost shell so they are most reactive elements.
2. In case of noble gases they complete there octate that means they r stable so do not take part in any chemical reaction.
3.but halogens r more reactive elements so they make a bond with other elements for
gaining 1 electron.
4.That means 1 is more reactive and other is neutral therefore they placed seperately
