Stomata helps in transpiration along with gaseous exchange. Thus, if there are more stomata on upper leaf surface, it will increase the transpiration rate but if the stomata is placed in lower surface it will be less exposed to sunlight thus there will be less transpiration. It lessens the transpiration and less water is lost and if there is more stomata on upper surface more water is lost because it is in direct contact with sunlight. Thus there are more stomata on lower surface of a leaf as compared to the upper surface.
